DES MOINES, Iowa - The Iowa State Appeals Board has approved a $3.5 million settlement for the mother of Joshua Ramspott, a 30-year-old resident of the Glenwood Resource Center who passed away in early 2022.
Ramspott, who had cerebral palsy and had lived at the state-run facility for adults with severe intellectual and physical disabilities, died from sepsis at a Council Bluffs hospital after staff reportedly failed to provide necessary fluids following a kidney infection.
Two state investigations confirmed the inadequate care. The Glenwood Resource Center was closed in June, following Justice Department findings of insufficient care and allegations of unethical experiments on residents.
